From 1963 to 1967 the Mosquito control program was run by the Columbia County Health Department.  In 1968 the state legislature passed into law the creation of special districts in Oregon.  The district was then formed in 1968 by voter support of a new tax base and boundaries that were established.


The Columbia Drainage Vector Control District is governed by a board of trustees consisting of five members throughout the district.  The Board of Trustees serve without compensation and are reimbursed only for ordinary expenditures incurred while on district business.  Trustees are appointed by the county for a four year period.

Columbia Drainage Vector Controls district borders run from the Clatsop County line South to the Multnomah County line bordering the Columbia river and seven to ten miles inland.  This is approximately 350 square miles.  The Columbia County portion of Sauvies Island is within the boundaries of the vector control district.  This includes the Oregon Department Of Fish and Wildlife's game refuge at the Northern end
